NOTICE OF PUBLIC COMMENT PERIOD AND PUBLIC HEARING

Notice is hereby given that Camden County will be initiating planning for the FY 2024 Annual Action Plan for the Community Development Block Grant (CDBG) Program, the Home Investment Partnerships (HOME) Program and the Emergency Solutions Grant (ESG) Program, all of which are funded by the U.S. Department of Housing and Urban Development (HUD). Camden County estimates HUD allocated funding for the 2024 program year to be approximately $2,351,439 for CDBG, $1,389,157 for HOME and $208,490 for ESG. Pending the official announcement of HUD Allocations, the County intends to submit its 2024 Annual Action Plan to HUD on or before May 20, 2024.

The County is also presenting amendments to the Citizen Participation Plan (CPP) and seeking public comment on these amendments. The amendments proposed are intended to correct outdated information and clarify the citizen participation process. The amendments proposed are in compliance with citizen participation requirements in 24 CFR 91.105. The Amendments to the CPP will be available for 30-day public review from February 14, 2024 through March 14, 2024. The amended CPP will be posted on the County website https://www.camdencounty.com/service/community-development/ or available in person at the County libraries and the County Division of Community Development 520 Market Street, 6 th Fl, Camden, NJ 08103. Comments must be received by March 14, 2024.

To help with the preparation of the 2024 Annual Action Plan, the County is holding a Public Hearing on February 26, 2024 at 11am at the M. Allan Vogelson Regional Branch Library, 203 Laurel Road Voorhees, NJ 08043. This Public Hearing is being scheduled in the initial stages of development of the Annual Plan. Camden County wishes to obtain comments and views of citizens, public agencies and other interested parties regarding the needs of County residents, particularly low- and moderate-income residents, and for the use of HUD funds toward meeting those needs. The purpose of the hearing is to: (1) provide a general overview of the CDBG Program; (2) review the performance of current and past CDBG activities and receive comments on program performance; (3) gather input on community development and housing needs, particularly of low and moderate- income residents and targeted populations under the program; and (4) gather input and ideas from citizens, local public and non-profit agencies, and other interested groups in the development of the 2024 Annual Action Plan.

Those unable to attend may submit written, signed comments by the date of the public hearings. Camden County Community Development
Consolidated Annual Performance & Evaluation Report (CAPER) for Fiscal Year 2022

In accordance with the U.S. Department of Housing and Urban Development’s CDBG regulations, the County of Camden has prepared the Fiscal Year 2022 Consolidated Annual Performance & Evaluation Report (CAPER) for the Community Development program. This report contains information including: 1) A summary of the its resources and uses, 2)Status of actions taken during the program year to implement foals outlined in the Consolidated Plan, and 3) Evaluation of the progress made during the year in addressing identifiers priority needs and objectives.

The County will make a copy of the report available for review on its website, www.camdencounty.com/service/community-development/ from September 1, 2023 until September 21, 2023. Public comments must be submitted in writing and received by 4:00pm on September 21, 2023. Comments should be addressed to the Camden County Office of Community Development, 520 Market Street, 15th Floor, Camden NJ 08102 Attention: Robert Jakubowski. The County of Camden plans to submit the 2022 CAPER report to the U.S. Department of Housing and Urban Development on or about September 28, 2023.

Camden County Five-Year Consolidated Plan Community Survey

Camden County is in the process of preparing a Five-Year Consolidated Plan for the program years 2020-2024 and an Analysis of Impediments to Fair Housing Choice report.  These documents are required by the US Department of Housing and Urban Development (HUD) to distribute funds for the Community Development Block Grant (CDBG) and other federal programs. These documents affect municipalities and organizations across the County, and input from residents, county agencies and services organizations are vital to identifying needs and allocating resources.  For this reason, we are asking individuals to complete this online survey as part of the planning process. This will help us gather as much input as possibleIt is important that we receive your input in order to prepare a complete and accurate plan that effectively reflects our County’s needs and priorities.  The results of the survey will be included in the Draft Consolidated Plan and Analysis of Impediments report which will be available for public comment and discussed at public hearings in April 2020. Camden County has completed its first draft of the FY 2021 Community Development Block Grant (CDBG) Annual Action Plan which is funded by the U.S. Department of Housing and Urban Development (HUD) and includes, federal HOME Investment Partnership (HOME) funds, Emergency Solutions Grant (ESG) funds.  The purpose of the County’s Annual Action Plan is to improve the housing and living conditions of its residents, especially the extremely low- , low- and moderate-income households; the homeless and persons with special needs; upgrade and improve the public and community facilities in the County; improve and expand the public services for residents of the County; and promote economic development opportunities for all residents. 

The County intends to submit their Annual Action Plan on or before June 21, 2021 to the HUD Newark Office.  The first drafts of the Annual Action Plan is available to the public for review on the County’s Community Development website https://www.camdencounty.com/service/community-development/ . Notice of Award

The U.S. Department of Housing and Urban Development has awarded Camden County $2,147,747 in Emergency Solutions Grants (ESG) Program funds as Authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136. These special ESG funds are to be used to prevent, prepare for, and respond to the coronavirus pandemic 2019 (COVID-19) among individuals and families who are homeless or receiving prevention activities to mitigate the impacts of COVID-19.

As a result of COVID-19, the County has experienced a significant loss in homeless shelter capacity due social distancing and capacity limits. Camden County intends to use these ESG funds to create and operate a new homeless shelter for those displaced by COVID-19.
