Sheriff's Emergency Response Teams

The Camden County Sheriff’s Office is now offering to law enforcement agencies throughout the county the most unique tactical force perhaps in New Jersey. A totally self-sustaining entity, this all-new division is comprised of five units: a highly trained, tactical 20 person squad; trained negotiators; a bomb unit equipped with a hazardous duty robot; and a K-9 section for detecting explosives or locating people. The lead unit is the highly trained 20 person tactical squad whose command structure consists of a captain and four sergeants. This unit is divided into two 10-person squads that are on standby every other month. When utilized separately they work as a raid squad designed for rapid deployment in response to High Risk Warrant Service and Narcotics Raids. When deployed as a total unit, they are a Special Operation Team, structured and staffed to resolve protracted incidents requiring tactical and negotiations expertise. In this phase, they provide a professional tactical command structure, a tactical response team and a negotiations team. During a crisis situation, the team has sufficient tactical personnel to deploy and secure the inner perimeter and provide an entry element proficient in both dynamic and deliberate entries. Some members of the team are cross trained as designated marksmen, explosive experts, and hostage negotiators.

In 1998, the team acquired two members of the Camden County Park Police. The two officers had attended the Heckler & Koch Training Division and have successfully completed the H&K course requirements for Tactical Emergency Medicine.

Like all Sheriff’s Office personnel, these officers have primary assignments which constitute their daily duties. They are deployed in a tactical capacity when the need arises.

The tactical unit trains up to 16 hours a month and has at least one 40-hour training session each year. It has constructed a shooting facility to train for real life dynamic entries. This 40 x 60 foot structure enables all team members to train and shoot on a range with a 180° angle of target engagement. With the safety of the officers as the first priority, the facility permits safe tactical deployment of distraction devices and dynamic shooting entries.

The primary mission of the Tactical Unit is to resolve difficult law enforcement situations which may be outside the realm of the ordinary patrol officer’s capabilities. This is accomplished through the use of developed tactical skills and specialized equipment. Incidents which meet these criteria include, but are not limited to, hostage situations, barricaded persons, snipers, high-risk warrant apprehensions, high-risk surveillance, and V.I.P. protection.

In its role with S.E.R.T., it is utilized in situations deemed too dangerous for officers or emergency personnel. The Andros Mark V-A robot has the capability to enter areas considered unsafe for personnel and can perform operations necessary to ensure their safety. The unit can be used to identify and dispose of explosive devices such as the one encountered at the Rutgers Campus. This robot can x-ray suspicious devices to determine their danger level and can enter areas where hazardous materials or dangerous fumes are present to determine specific problems without exposing emergency personnel to danger. It also has audio and video capabilities for surveillance operations and can deploy audio communication devices for utilization in hostage situations. Furthermore, the Andros Mark V-A has the ability to pull injured persons from dangerous situations, and is armed with a 12 gauge automatic shotgun for defensive or offensive altercations. While the unit weighs approximately 600 lbs., it is able to lift 65 lbs., drag 400 lbs., climb 45° stairs or slopes, span 18" ditches, and scale 18" high ledges.

The Sheriff's Search and Rescue Unit (SSAR) is trained in woodland search and rescue, high angle repelling and first aid. If needed, these officers and their canines are capable of searching large wooded areas for lost people. They are equipped with a van for carrying needed equipment and are capable of maintaining a search in the woods for several days. They work closely with the Missing Persons Unit.
