COUNTY HOSTS SHARED SERVICES DISCUSSION
On Tuesday, July 15, 2008, Camden County hosted a Shared Services
Forum for municipal elected officials and key staff held at the
Camden County Boathouse. 180 officials attended the forum entitled,
“Sharing Services: Where We Are… Where We’re
Headed…”
A keynote
address was given by New
Jersey Assembly Speaker Joseph J. Roberts, Jr. followed by an
all-star Shared Services panel that included:

STATE
ESTABLISHES LUARC COMMISSION
The
“Local Unit Alignment,
Reorganization and Consolidation Commission” (LUARC) was
established on March 15, 2007. It will study and report on the structure
and functions of county and municipal government. This effort includes
the study of local taxing districts and their statutory basis. It
also includes the fiscal relationship between local governments,
and the appropriate allocation of service delivery responsibilities
from the standpoint of efficiency. Click

The
commission will recommend legislative changes which would encourage
the more efficient operation of local government. These changes
may include the structural and administrative streamlining of county
and municipal government functions, including but not limited to,
the transfer of functions from one level of government to another
and the use or establishment of regional service delivery entities.
In
performing its work the Commission will be hearing from local and
county government elected and appointed officials, professional
employees, interested citizens, and organizations representing parties
concerned about the work of the Commission. The Commission also
plans to post documents related to its work on this website.
The
Commission welcomes the input of the public. Its monthly
meetings are open to the public and minutes are also posted
online.

WHAT
DOES SHARING SERVICES MEAN TO ME OR MY MUNICIPALITY?
Local
governments have achieved cost savings; maximized fiscal and operational
efficiencies; improved facility resources and increased accountability
by sharing services with a neighboring municipality, the local school
district or county government. High service levels and increased
accountability are additional advantages. The concept of shared
services is a simple one: cost savings are achieved through economies
of scale.
New
Jersey has the most local governments per square mile of any state,
leading to duplication of services and the loss of opportunities
to achieve economies of scale. In order to address this issue, Assembly
Speaker Joe Roberts has championed a plan he calls CORE Reform.
His plan calls for:

Hurdles to Shared Services
- Overriding
Waste in Schools

Reining in Pension Abuses
- Empowering
Citizens
A
joint legislative committee on Government Consolidation and Shared
Services has met throughout the summer of 2006 to promote service
sharing at all levels of government.
Camden County wholeheartedly supports Assembly Speakers Roberts’
efforts. To this end, the Office of Shared Services was formed
in July
2006 to serve you and your municipality. The office acts as
a liaison between the municipalities, county and state government.
It will provide technical assistance and facilitate discussions
between government units interested in sharing similar services.
The office serves municipalities, school districts and fire districts.
