Acting Camden County Prosecutor James P. Lynch and Camden Police Executive Robert L. Stewart reported today that a city resident has been charged with Murder in the fatal shooting of Rashell Harmon, F/18, earlier this month in Camden, N.J. Joey Alicea, a.k.a. Joey Crack, M/26, is being sought by a team of investigators which includes personnel from the Prosecutor’s Office, Camden Police and the U.S. Marshal’s Service New York-New Jersey Fugitive Task Force.

“We are most appreciative of the assistance and support of the U.S. Marshal’s Task Force in carrying out this manhunt,” Lynch stated. “The additional officers and their special expertise are invaluable in a case of this kind.”

Lynch also thanked and commended the New Jersey State Police for providing invaluable assistance in the investigation, which proved critical in obtaining information that led to the issuance of a warrant for Alicea.

Alicea is accused of firing a handgun multiple times toward a crowded street corner at approximately 3:40 a.m. on June 4. Six people were struck by gunfire, including Harmon. She suffered multiple gunshot wounds and was pronounced dead a short time later at Cooper University Hospital.

Investigation indicates that an argument took place between Alicea and one of the victims, Javan Boyd, M/22, of Camden, earlier that morning, at approximately 1:30 a.m. at a local bar. During the argument, Alicea allegedly told Boyd and his associates that he was going to “light it up,” allegedly threatening to shoot them.

Approximately two hours later, Alicea allegedly walked up to the corner of Mount Ephraim Avenue and Thurman Street, where a crowd of at least three dozen people had gathered. It is alleged that the defendant fired a handgun multiple times toward the area where Boyd was standing. Boyd was struck in the chest and dropped to the pavement. Other people standing near Boyd were also struck, including Harmon.

Investigation indicates that one of the victims may have returned fire. Alicea allegedly fled on foot following the shooting.

Boyd remains hospitalized. The other victims have since been released.

Alicea is described as a Hispanic male, 26 years old, approximately 5-foot-8 and 220 pounds, with black hair and brown eyes. He has tattoos on both forearms – a pair of dice with the words, “Life’s a Gamble” on the right arm, and a skeleton figure riding a motorcycle with the words “My Ambition as a Rider” on the left arm.

Alicea should be considered armed and dangerous.

All persons charged with criminal offenses are presumed innocent unless and until proven guilty in a court of law.
