Camden County Prosecutor Vincent P. Sarubbi reported that two Camden Police officers were charged with
Official Misconduct today, accused of beating and prodding a 15-year-old male with blunt objects after
the juvenile was arrested and handcuffed in October 2005 in Camden, N.J.

George Ingram, 34, a patrolman, and Lawrence Norman, age unavailable, a detective, were suspended today from the Camden Police Department without pay. They have been on desk duty since shortly after the offenses allegedly occurred on Oct. 19.

In addition to Official Misconduct, a second-degree charge carrying a maximum 10 years in prison upon
conviction, Ingram is charged with fourth-degree Aggravated Assault, accused of placing his gun to the handcuffed juvenile’s head for no lawful purpose. Under New Jersey law, the assault charge carries a mandatory 18 months in prison upon conviction because it allegedly involved a firearm.


“These are serious charges that allege a gross abuse of the officers’ authority and duty to protect and
serve the public,” Sarubbi said.

The juvenile, who had been arrested for alleged drug distribution, suffered cuts and bruises that required hospital treatment.

All persons charged with criminal offenses are presumed innocent unless and until proven guilty in a
court of law.
