Camden County Prosecutor Vincent P. Sarubbi and Acting Camden Police Chief Edwin Figueroa reported today that an inmate at the Camden County Correctional Facility in Camden was allegedly beaten to death by a fellow inmate this morning.

Joel Seidel, 65, was found in his cell in the jail's mental health wing shortly before 8 a.m. today. One of two cellmates, Marvin Lister, 35, is charged with Murder. He allegedly choked, beat and stomped Seidel, who died from multiple blunt trauma injuries to his head and body.

Seidel's last address was 110 E. Tampa Ave. in Cherry Hill.

The investigation indicates that Seidel was sent to the jail on Dec. 30, 2003, for violating a restraining order, in place since November 2001, barring him from contacting his wife and daughter. As required by law, Seidel was arrested and bail was set, in this case at 10 percent of $1,500.

Seidel was awaiting transfer to the Camden County Health Services Center at Lakeland, Gloucester Township, following a psychological evaluation indicating he was in need of further psychiatric care.

Lister's last address was Ancora Psychiatric Hospital in Winslow. He has been held at the jail since Feb. 7, 2003, charged with Sexual Assault for allegedly raping a male Ancora patient. On June 11, 2003, while at Ancora for an examination, Lister allegedly punched an Ancora doctor in the head and arm and threatened to kill the doctor. Lister was charged with Aggravated Assault and Terroristic Threats.

Lister has an extensive and documented history of mental illness manifesting in violence. He has been on "Krol Status" - involuntary commitment to a state psychiatric facility - since April 1995, when he was found not guilty by reason of insanity on three cases. He had been charged with Criminal Trespass for breaking into an ex-girlfriend's home in November of 1993; Aggravated Assault for assaulting an Ancora employee in March 1994; and with Aggravated Assault and Possession of a Weapon for an Unlawful Purpose for assaulting a Riverfront State Prison guard with a broken mop handle and by punching the guard in the face in August 1994.

An arraignment for Lister is expected to be scheduled for Wednesday, Jan. 28, 2004, at the Camden County Hall of Justice.

All persons charged with criminal offenses are presumed innocent unless and until proven guilty in a court of law.
