CAMDEN COUNTY PROSECUTOR'S OFFICE
VINCENT P. SARUBBI, CAMDEN COUNTY PROSECUTOR
MEDIA   INFORMATION

January 13, 2004

Camden County Prosecutor Vincent P. Sarubbi announced that Sandra Ann Roman, F/29, of the 300 block of White Horse Pike in Somerdale, N.J., pleaded guilty today to Endangering the Welfare of a Child, admitting that she abandoned her 4-year-old son at the Rand Transportation Center in Camden, on Dec. 18, 2003.

Roman admitted before Superior Court Judge David G. Eynon that she left the boy with a male stranger while she went to engage in prostitution and purchase drugs in Camden.

Under the agreement, negotiated by Assistant Prosecutor Donna Spinosi, head of the Prosecutor's Office Child Abuse Unit, Roman will receive a seven-year State Prison sentence. After she serves one year, however, the State will not oppose an application for Roman to be released on probation as long as the defendant enters and successfully completes a drug rehabilitation program upon her release.

Investigation indicates Roman left her home in an ambulance with her son at approximately 9 p.m. on Wednesday, Dec. 17, 2003, because the boy was running a high fever. After the boy received treatment at Kennedy Memorial Hospital in Stratford, Roman allegedly took the PATCO High Speed Line to Camden to purchase drugs.

Upon arriving in Camden, Roman met up with a male stranger, who walked with her to find a location to purchase drugs. Roman then left the boy with the male, who returned to the transportation center with the child at approximately 1 a.m. on Dec. 18. Another female brought the child to the nearby state Division of Youth & Family Services offices at Broadway and Haddon Avenue at approximately 6:15 a.m. on Dec. 18. DYFS officials contacted the Camden County Prosecutor's Office, which began an investigation in conjunction with NJ Transit Police. The transit agency operates a terminal within the Rand Transportation Center.

The boy's father contacted Somerdale Police after viewing a television news report about the case. The boy was returned to his father's custody. Based on information from witnesses, investigators located Roman at Boyd Street & Baird Boulevard in Camden at approximately 8:45 p.m. on Dec. 18.

Roman remains in the Camden County Correctional Facility pending sentencing by Judge Eynon, scheduled for Feb. 27, 2004, at approximately 9 a.m.
