Camden County Prosecutor Vincent P. Sarubbi announced today that a Grand Jury presented First-Degree Murder indictments on Wednesday, Jan. 22, 2003, against the following defendants:

* Sharif A. Cook, M/27, of the 1100 block of Kenwood Avenue, Camden.

He is charged with the Murders of Camden residents Anthony Carstarphen, M/15, of the 1200 block of Walnut Street, and Caliph Perry, M/17, of the 1300 block of Lakeshore Drive, on Oct. 8, 1994. Camden Police responding to a report of gunshots at approximately 3:17 a.m. that day found the two victims lying on the sidewalk in the 800 block of Line Street in Camden.

Cooks was also indicted in December 2003 on a Murder charge in connection with the fatal shooting of Scott Palmer, M/57, of Pennsauken, on April 3, 2002, on the Gloucester City waterfront.

He is being held in the Camden County Correctional Facility in lieu of $1 million bail.

* Marvin Q. Smith, M/24, of the 2000 block of Broadway in Camden.

He is charged with the Murders of his aunt, Paula E. Macklin, on Nov. 17, 1997, and Terron Johnson on Oct. 17, 1997.

Macklin, F/44, had been stabbed repeatedly when her body was found at approximately 10:50 p.m. inside her home in the 2400 block of Patton Street in Camden. The investigation indicates Smith killed his aunt during a robbery.

Johnson, M/20, of the 1100 block of MacArthur Drive in Camden, was shot in the head at approximately 11:31 p.m. on Hedley Street in Camden. He was transported to Cooper Medical Center in Camden, where he died six days later. The investigation indicates Smith shot Johnson because of a dispute over drugs.

He is being held in the Camden County Correctional Facility in lieu of $300,000 bail.

* James T. Cooks, M/31, of the 1600 block of Maryland Street, Camden, and William Darnell Reese, M/29, of the 1300 block of Princess Avenue, Camden.

They charged in connection with the murder of James Biddle, M/25, of the Crestbury Apartments in Camden, who was shot and killed at approximately 9:29 p.m. on Feb. 26, 2002, at 24th and Mickle streets in Camden. Cooks was arrested that same night in Camden. Reese was arrested on Nov. 20, 2002, in Camden.

The investigation indicates the victim and Reese had a dispute over drugs. Reese allegedly informed Cooks about the dispute, and Cooks allegedly searched out the victim and shot him.

Cooks is being held in the Camden County Correctional Facility in lieu of $450,000 bail and Reese is being held in lieu of $500,000 bail.

* Jose A. Santiago, M/21, of the Pleasant Garden Apartments, Camden, and Lester Ugarte, M/28, of the 1000 block of North 20th Street, Camden.

They are charged in connection with the Murder of Jose Domingo Surel-Perez, a.k.a. Mingo, M/24, of the 1100 block of Liberty Street in Camden. The victim was shot at approximately 12:30 a.m. on Feb. 25, 2002, as he was driving a vehicle near the intersection of Federal & Flannery streets in Camden.


The investigation indicates Surel-Perez and Santiago had an argument inside the Obsessions Lounge in the 2200 block of Federal Street in Camden. The victim and his friends were escorted out of the bar while Santiago and Ugarte were kept inside for a time and then escorted outside a short time later. The defendants then allegedly got into a vehicle and began chasing the victim's vehicle for approximately one mile. The victim suffered a gunshot wound to the back and crashed his vehicle at the intersection of Federal and Flannery streets. Passengers in his vehicle suffered minor injuries.

Santiago and Ugarte are being held in the Camden County Correctional facility in lieu of $500,000 bail each.

All persons charged with criminal offenses are presumed innocent unless and until proven guilty in a court of law.
