Camden County Prosecutor Vincent P. Sarubbi announced that a Camden County Grand Jury today presented a 12-count indictment against three people accused of participating in a marijuana distribution operation.

The charges stem from a cooperative investigation by the U.S. Drug Enforcement Administration and the Gloucester Township and Runnemede police departments that resulted in the confiscation of approximately 63 pounds of marijuana from residences in Gloucester Township and Runnemede

The indictment includes six counts against Lamont D. Payne, M/28, of Charlottesville, Va. He is charged with Possession with Intent to Distribute a Controlled Dangerous Substance, Conspiracy to Possess and Distribute CDS, CDS Possession, Eluding, Resisting Arrest, and Hindering Apprehension.

Also indicted on charges of Possession of CDS, Possession with Intent to Distribute CDS and Conspiracy to Possess and Distribute CDS were:

  • Fontane L. Hudson, F/33, of the Millbridge Apartments in Gloucester Township;
  • Alicia Jillian Fortin, F/24, of the Presidential Apartments in Runnemede.

The investigation began locally on June 20, 2002, when local DEA officials informed Gloucester Township Police that they suspected illegal drugs had been shipped to a unit at the Millbridge Apartments in Gloucester Township from San Diego, Calif. Surveillance and further investigation led authorities to arrest Hudson, the resident of the unit, and Fortin, who came there to pick up the boxes that contained marijuana.

Based on information developed during the investigation, police attempted to arrest Payne when he stopped in Lawnside after he had driven away from Fortin's residence. As a uniformed officer approached Payne's vehicle, the suspect allegedly drove away in a reckless manner. Officers observed Payne throw something out the window before marked units responded and apprehended him. Officers searched the area where the defendant was seen throwing something out his vehicle window and found tracking slips for the shipped boxes that contained the marijuana.

All persons charged with criminal offenses are presumed innocent unless and until proven guilty in a court of law.
