Smart Growth
Black Horse Pike Strategic Plan
IIn 2003, the NJ Department of Community Affairs gave a Smart Future
Grant to eight municipalities along the Black Horse Pike (Route
168) from West Collingswood to Runnemede Borough to develop a strategic
revitalization plan and strategy maps for the municipalities in
the study area. The plan also will identify how the Black Horse
Pike towns can work together to address common issues and opportunities.
The eight towns in the Black Horse Pike study area are Audubon,
Audubon Park, Bellmawr, Brooklawn, Haddon Height,Haddon Township,
Mount Ephraim, and Runnemede.
The plan will include a future vision statement; goals and objectives;
population, housing and employment forecasts; targets and indicators;
and inter-municipal and municipal recommendations for revitalization.
This plan will be based upon and incorporate the following elements:
- Smart Growth Audit,
- Market Analysis & Feasibility Study;
- Vacant, Deteriorated and Underutilized Properties Inventory,
and
- Trends Analysis.
The final plan will be presented to the planning boards and governing
bodies of the participating municipalities for review and endorsement
by resolution, and then to the Camden County Planning Board and
Board of Chosen Freeholders for their endorsement.
These Black Horse Pike towns have invited Camden City, Gloucester
City and Gloucester Township to several of their meetings as well,
because redevelopment in those towns will have a great impact on
their efforts. Some of the Black Horse Pike towns are also participating
in a neighborhood planning and community design study with four
Camden City neighborhoods that also straddle the Black Horse Pike.
